University of Novi Sad (UNS) was founded in 1960 and it is the only state university in the Autonomous Province of Vojvodina, comprising nowadays 14 faculties and 2 research and developmental institutes. The seats of nine faculties and both of the institutes are in Novi Sad, three faculties are located in Subotica, one in Zrenjanin and one in Sombor. The scientific and research activities of the UNS are realized through fundamental, applied and developmental research in the field of natural, technical, social, humanistic and medical sciences, as well as through research activities in the field of arts. Currently there are more than 400 on-going scientific, research and other projects (8 FP6, 7 FP7, 5 EUREKA, 15 COST and 1 SCOPES). There is a significant number of other projects realized UNS, most of them being TEMPUS projects aiming at restructuring and reforming the HE. It is well known for its innovative activities, entrepreneurial climate and more than 60 spinoff companies.

As grant applicant, UNS will manage overall project activities, including the organization of kick off and closing meetings, and be fully responsible for financial management, writing progress reports, as well as interface with EC. In addition, it will manage all activities related to implementation of postgraduate and LLL programs. UNS will lead tasks of curricula development, purchasing books for new programs and translation of Tidd et al. book, starting up annual doctoral student conference, accreditation of newly developed curricula and exchanging best practice with other Tempus projects, especially Inter-Tempus coaching. It will prepare and facilitate the process of curricula development, take part in upgrading resources, establishing iLab, developing teaching materials, dissemination and networking activities, securing sustainability, project monitoring and quality control. It will participate in trainings, teaching, and coordinate teaching visits and students’ mobility.

Freie Universität BerlinFreie Universität Berlin, Germany, www.fu-berlin.de . FUB is a leading research institution with 15 departments offering over 150 degree programs across a wide range of subjects. The Departments of Business Administration at FreieUniversität belong to the most renowned facilities in the German-speaking regions. The main focus of research and teaching lies traditionally in the field of Management, in which questions of strategy development, organization design, alliance- and network building, human resource management and leadership, knowledge and innovation management are considered. The chair of Innovation Management has outstanding expertise in research and teaching in the fields of innovation systems and policies, innovation capacities of firms as well as dynamic analysis of technological innovations. Its experience in cross-cultural management as well as in developing joint degree and interdisciplinary programs can be of immense importance.

FUB will manage all activities related to upgrading human, teaching and infrastructure resources. It will be responsible for coordination of training visits, iLab establishment and publishing teaching material. FUB will take active role in analyzing best practice in innovation management from EU, delivering trainings for Serbian staff and developing teaching materials. It will host one staff training (M11). It will take part in implementation of post graduate curricula, especially teaching and mentoring master and PhD students from Serbia. As an EU partner, FUB will disseminate project results at their university via leaflets, brochures and fliers published in English, and periodically assess and monitor the main project results. It will have especially important role in peer review of new teaching materials and developed curricula. FUB will organize one coordination meeting (M30)and be responsible for writing regular reports on workplan realization and budget execution.

Aristotle University of ThessalonikiAristotle University of Thessaloniki, Greece, www.auth.gr . Aristotle University of Thessaloniki (AUTH) is the largest university in Greece with 12 faculties, 42 schools and 289 laboratories. The Urban and Regional Innovation Research Unit (URENIO) is a university laboratory for the promotion of research and supply of scientific and technological services. The initial research focus of URENIO concerned the technological development of cities and regions and their ability to create environments supporting R&D, human skills, and innovation. The current research emphasis, however, is on intelligent cities and regions. Intelligent cities are 3-layer systems of innovation, combining innovative clusters, innovation and technology learning institutions, and digital innovation environments. It can help in overcoming mono disciplinary approach to innovation, building research focused PhD program and developing virtual learning environment, and in development of teaching methodology that combines theory and application in an active learning environment.
AUTH will take part in analyzing best practice in innovation management education, research and training from EU. It will help in building research focused PhD program and contribute to development of teaching methodology and take active role in delivering trainings for Serbian staff and collaborative developing teaching materials, related to master and PhD programs. AUTH will take part in implementation of post graduate curricula, especially teaching and mentoring master and PhD students from Serbia. As an EU partner, AUTH will disseminate project results at their university via leaflets, brochures and fliers published in English and periodically assess and monitor the main project results. It will have especially important role in peer review of new teaching materials and developed curricula and be responsible for writing regular reports on workplan realization and budget execution for coordination meetings and project management team.

University of MariborUniversity of Maribor, Slovenia, www.um.si. The University of Maribor (UM) strives to provide the highest quality of undergraduate, postgraduate and professional education. It is one of the leading academic institutions in Slovenia contributing to world quality research in the arts and the sciences. UM is a broad-based institution committed to excellence in education, the extension of knowledge through basic, advanced and applied world-quality research as well as creative and artistic expression. It promotes cooperation, competition and multi-disciplinarity, and takes part in multilateral cooperation in the academic field, such as membership and participation in international higher education associations, participation in EU projects and projects by other international organisations and agencies (LLP, CEEPUS, TEMPUS, EUREKA, 7th Framework Programme). Sharing similar language and roots of educational system (former Yugoslavia), UM will help other EU partners to better understand situation in Serbia.

SE European Research CentreSouth East European Research Centre, Thessaloniki, Greece, www.seerc.org . South-East European Research Centre (SEERC), as a multidisciplinary research centre created by CITY College, International Faculty of the University of Sheffield in Thessaloniki (GR), addresses economic, political, social and cultural challenges that SEE region faces. Through its Innovation Policy and Support research cluster, SEERC focuses on issues related to bringing together academic research and entrepreneurship and fosters innovation at local and regional levels. It can help in establishing Serbian innovation council and a regional network of researchers and students across SEE. Selected relevant projects include: MIRIAD: Managing and Infusing Research Investment and Development (FP6 - Regions of Knowledge), MedLab: Mediterranean Living Lab for Territorial Innovation, ELIE: Employability. Learning through International Entrepreneurship, INTERVALUE: Inter-regional cooperation for valorisation of research results, INNOPOLIS: Innovation Policy in University City Regions.

It will organize one coordination meeting (M19), in conjunction with training visit, and be responsible for writing regular reports on workplan realization and budget execution.

WUS Austria is an association which furthers the development of and increases quality in higher education (HE) in accordance with international/European standards by providing the following services: project development/management/implementation, networking, and consulting (HE Development, Linking HE & Society) WUS Austria’s work is based on the following principles: top-down and bottom-up approach, promotion of human rights, sustainability, and local ownership. WUS Austria works with the public sector, economy and civil society, mainly in the fields of legislation, capacity and institutional building, quality assurance, research and development, knowledge- and technology transfer, mobility, and culture. By facilitating co-operation and knowledge transfer between EU universities and stakeholders outside the EU, WUS Austria has become THE competent partner for the development of higher education, which is a key factor in the socio-economic and political advancement of every society.

WUS will coordinate all activities related to monitoring and quality control of project processes and results. In addition, it will have especially important role in developing quality control mechanisms, managing internal and external review, as well as developing post-graduate curricula. As an EU partner, WUS will disseminate project results at their institution via leaflets, brochures and fliers published in English. It will provide assistance in accreditation of post-graduate curricula, based on their well-founded knowledge about high-education system in Serbia as well as great experience in developing curricula and efficient implementation of the Bologna system. WUS will be responsible for writing regular reports on workplan realization and budget execution for coordination meetings and project management team.

University of NisUniversity of Nis, Serbia, www.ni.ac.rs . The University of Nis (UNI) was founded in 1965 as a state institution. At present, UNI comprises of 13 faculties. There are more than 25.000 undergraduate and nearly 700 postgraduate students, more than 1.500 teaching staff. Faculty of mechanical engineering comprises 5 departments. It is among the best educational and research centers of southeast Serbia and has recognized a substantial interest in being a leader of higher educations reforms in this part of Serbia. The overall wider objective of this institution is to improve the quality of study and research and to establish and promote the collaboration with EU higher education institutions. Therefore, activities on the development of high quality and European compatible bachelor, master and doctoral study programmes as well as strengthening the research and scientific potentials have been marked by the Faculty of Mechanical Engineering as top priorities.

ukgUniversity of Kragujevac, Serbia,www.kg.ac.rs . University of Kragujevac is a modern educational and research center with its 12 faculties located in 6 towns of Central Serbia. In addition to the administrative departments of UKG, other structures that contribute to the development of research activities and transfer of knowledge are: Serbian Academy of Arts and Sciences and the University of Kragujevac, University Information Center, Center for Career Development, Collaborative Training Centre, Long Life Learning centre, International projects office, International Relations office. Among other efficient interfaces with the industry, UKG relies on its Collaborative Training Centre, acts as basic and highly specialized training and services provider to the Serbian industry. In line with its institutional mission, the center offers customized trainings, broad spectrum of services focused on advanced technologies and techniques of virtual development of products, coordinates VMnet network and facilitates cooperation with industry.

UKG will manage all activities related to development of postgraduate and LLL programs and be involved in local need assessment  and programs development. It will lead tasks of developing and publishing new teaching materials, and developing and maintaining project web site. UKG will take part upgrading resources, participating in trainings, purchasing equipment and developing teaching materials. It will host one staff training (M13) and be involved in planning and implementation of post graduate curricula and LLL courses, as well as in teaching and LLL course implementation. UKG will take part in dissemination and networking activities, securing sustainability, project monitoring and quality control, accreditation of post-graduate curricula and establishing SIMaC. It will organize one coordination meeting (M13), in conjunction with training visit, and be responsible for writing regular reports on workplan realization and budget execution.

Singidunum UniversitySingidunum University, Serbia, www.singidunum.ac.rs . Singidunum University is an officially accredited university founded in 1999 in Belgrade, Serbia. Singidunum University has nine faculties. Faculty of Economics, Finance and Administration (FEFA - www.fefa.edu.rs) was founded in December 2003 to provide high quality studies as an attractive alternative for young generations in Serbia, so that they stay in the country and acquire quality education in economics and management. FEFA has an internal research and consulting unit, the FEFA Institute which strives toward improving, modernising and enriching the course curricula, study programmes and processes in meeting the needs of business and public administration through applied and tailor-made research, as well as through management training, life-long-learning and skills upgrading and also, engaging the wider public and enhancing public awareness about key issues at stake for Serbia’s development and European integration.

SU will coordinate all dissemination activities and be in charge for organizing dissemination and networking activities. Technical College in ZrenjaninTechnical College of Applied Sciences in Zrenjanin, Serbia, www.vts-zr.edu.rs . Technical College of Applied Sciences Zrenjanin (VTS) was founded in 1960. It educates about 1000 students at undergraduate and graduate-specialist studies. Teaching is organized in 3 departments: Technology, Mechanical Engineering and Engineering Management. VTS aims to improve the quality of teaching and studying through adoption of EU standards in HE. In recent years VTS has participated in projects financed by the EU either as a leading partner or a co-partner: Establishment of the Centre for R&D and Technology Transfer (2006-2007), Education and Certification of Welders in Banat  Center for Numerical Simulation and Digital/Rapid Prototyping (2010-2011), Entrepreneurial Baby Boom in Banat (2011-2013),  Researchers’ Night (2011). Now it will make experience with TEMPUS for the first time. It will contribute to the project by expanding the group of target users and being the best practical example how technical vocational schools could support growth of Serbian innovation capacity.

The goal of the Business incubator Novi Sad (BINS) is to help entrepreneurs possessing ideas in the area of information technology and creative industries and transfer them into a successful business concept. Its idea is an institutionalized continuation of faculty desires to create new values by developing new products and services, with the help of knowledge generated at the faculty itself. Apart from the office, conference and common rooms, start-up companies have at their disposal consultants to lead them through the process of creating a new product offering them knowledge and advice in the area of marketing (market analysis, market research, market ventures, development of a distribution chain, communication), sales and finances. BINS provides access to innovative companies and better understanding of their needs.

bic KragujevacBusiness innovation centre LLC Kragujevac, Serbia, www.bickg.rs . Business Innovation Center (BIC) was founded in 2008. by the City of Kragujevac, Regional Chamber of Commerce Kragujevac, Regional Agency for Economic Development of Sumadija and Pomoravlje, Association of Private Entrepreneurs "Sumadija" and General Association of Entrepreneurs "Sloga", as an economic development tool designed to help innovative young entrepreneurs and start-up enterprises from the local community. This coalition of forces allows BIC to provide valuable services and benefits to its tenant companies and SME sector in general. The purpose of BIC is to produce successful firms that will leave the incubation program financially viable and freestanding, usually in two to three years, creating jobs, commercializing innovative new technologies and strengthening local and national economy. Through targeted services package BIC offers a unique opportunity for innovative ventures from the early stage of business development until the graduation stage of growth.

BIC will lead task of analyzing Serbian needs. It will present methodology, suggest benchmarks for analyzes, draft preliminary questionnaires and list people to be interviewed. Innovation FundInnovation Fund – Belgrade, Serbia, www.inovacionifond.rs . Innovation Fund (IF) was established by the Innovation Law in order to provide funding for innovations, particularly through cooperation with international financial institutions, organizations, donors and the private sector. It aims to promote linkages between research and technology development and economy, and encourage and support the development of innovative technologies. With the establishment of IF, Serbia is looking to better position itself in the regional and the global race for innovative technologies. IF intents to contribute to the overall development of innovations through various financial instruments, particularly by fostering the establishment of new and strengthening the existing companies. With IF in the consortium the project will get opportunity to easier attract attention of high level decision makers, to approach to some of the most innovative Serbian companies as well as to network with professionals outside consortium.

As a non-academic partner, IF will provide valuable network of contacts and take part in collecting statistical data, questionnaires and interviews with key stakeholders. It will lead task of establishing SIMaC and be involved in all activities related to securing institutional, financial and political sustainability of project results. Creative Educational CenterCreative Educational Center - Novi Sad, Serbia, www.eyouwins.com/kec-serbian . Creative Educational Centre (KEC) is a youth, non-governmental and non-for-profit organization established in Novi Sad (Serbia) in 2004. Primary activity is non-formal education and skills development of young people. KEC is well known for organization of European Youth Week in Novi Sad (eYouwins) – the largest youth festivals with a thematic focus in Serbia. Organization is experienced in communication with youth. KEC was already successfully partnering with UNS on realization on 3 FP7 projects: FP7-PEOPLE-2012-NIGHT, Researchers Night, Project ID: RENS 316577; FP7-PEOPLE-2011-NIGHT, Researchers Night, Project ID: AWARE II 287439; FP7-PEOPLE-2010-NIGHT, Researchers Night, Project ID: AWARE 265782. KEC works on volunteer basis with currently 40 active members and powerful network of contacts among students and youth activists. This NGO’s competences will be of great importance for developing LLL education and creativity.
KEC will lead task of realizing promo material. It will develop and print this material for the whole consortium and distribute it proportionally. KEC will take part in all dissemination and networking activities. It will take part in collecting statistical data, questionnaires and interviews with key stakeholders and participate in the process of LLL course development, as well as preparing and publishing LLL course materials and LLL course implementation, participate in trainings and provide mentorship during students’ internships. KEC will be involved in all activities related to securing institutional, financial and political sustainability of project results. It take part in all activities related to monitoring and quality control of project processes and results, and providing internal reviews, and be responsible for writing regular reports on workplan realization and budget execution for coordination meetings and project management team.

The Intellectual Property SThe Intellectual Property Office of the Republic of Serbia – Belgrade, www.zis.gov.rs . As the central administrative body for intellectual property protection in Serbia, the Office performs expert tasks and tasks of government administration referring to patent, petty patent, trademark, design, geographical indication, topography of integrated circuits, copyright and related rights, implementation of international treaties from the field of intellectual property protection and the presentation and representation of interests of the Republic of Serbia in the specialized international organizations for the protection of intellectual property; development in the field of intellectual property protection; information and education tasks in the field of protection of intellectual property, as well as other tasks determined by the law. Within the Office, the Education and Information Center was founded in January 2010 with the aim of raising general awareness and developing professional skills in the field of intellectual property.
